We, the undersigned Horry County citizens, have joined together to respectfully request that by December 2008 the County Council enact ordinances that will require:

1. A WRITTEN FINANCIAL PLAN for the maintenance and construction of County infrastructure and the preservation of sustainable natural resources. (Roads, police and fire protection, emergency medical services, schools, hospitals, storm water management, natural resources, parks, recreation, libraries, and correctional facilities)
2. DEVELOPMENT PERMITS BE MATCHED WITH BUDGETED FUNDS to maintain and construct County infrastructure and to preserve sustainable natural resources.
3. DEVELOPERS, NEW HOMEOWNERS, AND NEW BUSINESS OWNERS PAY THEIR “FAIR SHARE” of the added costs to maintain and construct County infrastructure their developments require and to preserve sustainable natural resources.
